IRS Fresh Start program 2027: what is still available and how to apply
Short answer
There is no separate IRS Fresh Start program to apply for in 2027 or 2026, and no program deadline. Fresh Start was the name the IRS gave to a package of policy changes announced in February 2011 that eased lien, payment plan and offer in compromise rules. Those changes live on in today's regular options, such as payment plans, lien withdrawal and offers in compromise, which you request directly from the IRS.

Where the Fresh Start name comes from
On February 24, 2011, the IRS announced what it called a Fresh Start effort in news release IR-2011-20. It was a set of changes to how the agency collected from struggling taxpayers and small businesses, not a new program with its own form.
- The dollar threshold at which the IRS generally files tax liens was raised significantly.
- Liens could be withdrawn after full payment if the taxpayer asked.
- Taxpayers owing $25,000 or less could get a lien withdrawn after entering a direct debit installment agreement and completing a probation period.
- Small businesses owing up to $25,000, up from $10,000, could use a streamlined installment agreement paid over 24 months.
- Streamlined offer in compromise processing was opened to people with annual income up to $100,000 and tax liability under $50,000, up from $25,000.
Those 2011 figures are history, not current rules. Several have since been replaced by different limits, which is why quoting them today can mislead.
What the IRS Fresh Start program means in 2026 and 2027
In practice, the IRS Fresh Start program in 2026, and going into 2027, means the ordinary relief options the IRS lists on its own payment pages. The table matches each 2011 idea to the rule that applies now; check the IRS pages for the current figures before you apply in 2027.
| 2011 Fresh Start change | What applies now | Where to request it |
|---|---|---|
| Easier installment agreements | Online long-term plan for combined balances of $50,000 or less; short-term plan up to 180 days for balances under $100,000 | Online Payment Agreement or Form 9465 |
| Lien withdrawal options | Withdrawal, discharge and subordination remain available; a lien is released within 30 days after the debt is paid | Form 12277 for withdrawal |
| Broader offer in compromise access | Offer based on ability to pay; $205 fee and initial payment, waived under low-income certification | Form 656 with Form 433-A (OIC) |
| Help for people who cannot pay | Currently Not Collectible status for hardship | Call the number on your notice |
Our page on lien withdrawal explains the current withdrawal rules in detail, since that was the part of Fresh Start with the longest reach.
Is there a Fresh Start application or deadline?
No. There is no Fresh Start form, no enrollment window and no expiration date. Searches for an IRS Fresh Start program 2027 deadline or a 2026 deadline trace back to advertising, not to IRS guidance.
Real deadlines do exist in the collection process, and they matter far more than any program name.
| Situation | Deadline |
|---|---|
| Final notice of intent to levy (LT11 or Letter 1058) | 30 days to request a Collection Due Process hearing on Form 12153 |
| Offer in compromise rejected | 30 days to appeal with Form 13711 |
| CP523 notice of plan default | Contact the IRS within 30 days of the notice date |
| Innocent spouse or separation of liability request | Generally 2 years after the IRS first tries to collect from you |
Is the IRS Fresh Start program legit?
The 2011 policy was real. What is not legitimate is an ad telling you to apply for Fresh Start, claiming you have been pre-approved, or promising that you qualify before anyone has looked at your income, expenses and assets.

The IRS added misleading offer in compromise promotions to its 2026 Dirty Dozen list and pointed people to its free Pre-Qualifier tool and licensed professionals instead. Warning signs covered on our tax relief scams page include large upfront fees, a guaranteed settlement amount and pressure to act before an invented deadline.
IRS Fresh Start program requirements, translated
Because Fresh Start has no requirements of its own, the real question is what each current option requires. Nearly all of them start with the same condition: every required return must be filed.
- Installment agreement: current on filing; online if the combined balance is $50,000 or less.
- Offer in compromise: all returns filed, current-year estimated payments made, no open bankruptcy, and an offer at least equal to what the IRS calculates it could collect.
- Currently Not Collectible: proof that paying would leave you unable to cover basic living expenses.
- Penalty relief: a clean three-year record for First Time Abate, or a documented reasonable cause.
- Innocent spouse relief: a joint return debt caused by a spouse or former spouse, requested on Form 8857; see innocent spouse relief.
Where to start instead
- Confirm the balance in your IRS online account or on the notice itself, and check that any letter is genuine by comparing it with what your account shows.
- File any missing returns so you are eligible for every option.
- Decide whether you need time, a lower amount or a pause, using our overview of back taxes relief options.
- If a settlement seems possible, run the offer in compromise Pre-Qualifier yourself before paying anyone.
- If you want free representation and your income is modest, contact a Low Income Taxpayer Clinic.

Common questions
Is the IRS Fresh Start program still available in 2027?
The options that came out of Fresh Start, such as payment plans, lien withdrawal and offers in compromise, are still available. There is no separate Fresh Start program to join in 2026 or 2027.
Is Fresh Start the same as an offer in compromise?
No. The offer in compromise existed before 2011; Fresh Start only widened access to a streamlined version of it. Today an offer is judged on your ability to pay, and most people who owe end up on a payment plan instead.
Does Fresh Start remove tax liens?
Not by itself. The lien withdrawal options that Fresh Start expanded still exist, and you request them directly. Paying the debt in full leads to a lien release within 30 days.
How do I apply for the IRS Fresh Start program?
You apply for the specific option you need: the Online Payment Agreement or Form 9465 for a payment plan, Form 656 for an offer, or a call to the number on your notice for hardship status.
How can I check whether a tax relief company is qualified?
Ask whether the person handling your case is an enrolled agent, CPA or attorney, then look them up in the IRS Directory of Federal Tax Return Preparers. Only those three have unlimited rights to represent you before the IRS.
